RJS Superintendent | Lucio Baro | Bremerton Office

Lucio brings over 25 years of experience in construction management, supervision, quality control, and safety. Currently leading the LWSC Small Locks project, Lucio has shown excellent determination and strategic foresight in navigating numerous challenges. Despite the complexity of managing multiple stakeholders, geographical constraints, regulatory changes, and external factors, Lucio has successfully overcome various obstacles throughout this project. As a former member of the Army National Guard (1989-2003), Lucio served on the Security Task Force, playing a crucial role in securing Western Hemisphere Satellite Communications (S.A.T.C.O.M) and fulfilling other assigned duties. We appreciate your service to our country and to RJS, Lucio!


RJS Director of Operations | Scott Shald | Yakima Office

Scott's commitment to cultivating productive work environments, where success thrives through collaborative efforts among project team members, shines through in his recent achievements on the LWSC Small Locks and Mud Mountain Dam projects. His leadership and expertise have played a pivotal role in reaching important milestones and success. We appreciate all your contributions to RJS, Scott! Originally from California, Scott is known for his dedication to "Flannel Friday" and his persuasive efforts in encouraging RJS team members to relocate to Yakima, WA. He often says, "Everyone wants to move to Yakima, they just don’t know it yet." In his leisure time, you can find him tending to his garden, harvesting vegetables that he cans for use during the winter and spring seasons.

RJS Project Manager | Amanda Sallee | Vancouver Office

With more than 15 years of experience in tenant improvement and historical renovation projects for the federal government, Amanda is a great addition to RJS. Her role as a team player extends to leading the administrative facets of projects from initiation to completion, ensuring strict adherence to contract terms. Amanda is known for her adept interpersonal skills as she consistently collaborates with various clients, subcontractors, and agencies across multiple concurrent projects. Amanda is a dedicated parent to two children, Korbyn (11) and Delontea (23, adopted at 17). Her two Bengals, Maui and Lola, are cherished members of her family as well. Additionally, she is an avid traveler who has visited 16 different countries, with plans for 3 more in 2025 and 6 tentatively scheduled for 2026.
